Legal Capability Framework and Role Design for Crown Law

500 Employees

Brisbane, QLD

Crown Law identified the need to strengthen role clarity, capability expectations, and workforce consistency across its legal workforce. With a wide range of legal roles spanning multiple levels and branches, existing role descriptions required refinement and alignment to best practice.

The organisation sought a structured, future-focused capability framework to support recruitment, development, performance, and retention of high-performing legal professionals, while ensuring alignment with public sector requirements.

Solution

Crown Law engaged Harrisons to design and deliver a comprehensive capability framework and role development project.

Harrisons was engaged to:

  • Review and refine approximately 50 existing legal role descriptions across five branches
  • Align all role descriptions to a consistent master template to improve clarity and consistency
  • Develop a comprehensive competency framework across 11 legal levels, from AO3 Paralegal through to Deputy Crown Solicitor
  • Ensure competencies were embedded within role descriptions as part of an integrated capability framework
  • Undertake stakeholder consultation and benchmarking against best practice standards
  • Provide clear communication materials to support implementation and staff understanding
  • Deliver regular progress updates and responsive project support throughout the engagement

The project was delivered through a structured, staged approach, ensuring strong governance, stakeholder engagement, and practical outcomes.
